T.L. Tsim was educated at Raimondi College, St. Paul’s College and the University of Hong Kong. He was the President of both the Hong Kong University Students’ Union and the National Union of Students of Hong Kong.
He then read Chinese politics at the University of Manchester and worked for the BBC External Service in London in the 1970’s. In the 1980’s, Mr. Tsim worked closely with the Sun Hung Kai Group of companies in negotiating contracts with China.
He is a Justice of the Peace in Hong Kong and has served two terms on the Hong Kong Government’s think tank, the Central Policy Unit.
In 1994, he established his own consulting company, T.L. Tsim & Associates Limited, to advise multi-national companies on political risk and strategic planning. Mr. Tsim is the Chairman of New Alliance Asset Management (Asia) Limited, a joint venture between Alliance and Sun Hung Kai.
